Institutional Agreement Definition

The inter-institutional agreement is based on the Treaty on the European Union (EU) and the Treaty on the Functioning of the European Union (TFUE). The Council, Parliament and the Commission agree on inter-institutional agreements. The Commission is responsible for taking the initiative. Cooperation between institutions can bring more expertise and resources to managing vertebrate animal research, teaching or information. However, such cooperation can create uncertainty about the persons and institutions responsible for monitoring and activities related to the management, use and final availability of vertebrate animals. The inter-institutional agreements aim to ensure that collaborative activities on vertebrates are properly reviewed by the Institutional Committee on Animal Hygiene and Use (IACUC), which are all parties involved are aware of their role in providing humane supervision and use of materials and that a communication system is in place to meet federal compliance and reporting requirements (e.g. B facility inspections, semi-annual protocol verification, changes to the minutes). Inter-institutional agreements also reduce the potential for investigators to be subjected to redundant but potentially contradictory protocols within their respective institutions. The inter-institutional agreement is used exclusively by the European institutions to help shape their working relationships. Only administrative and institutional aspects of legal, procedural and financial aspects can be covered by an inter-institutional agreement. By signing an inter-institutional agreement, the institutions concerned agree to cooperate with regard to the exchanges of students and/or staff within the framework of Erasmus.

NOTE: The submission of an inter-institutional agreement does not guarantee that the terms of the agreement or the related elements of the IacUC protocol are approved by IACUC, the institutional official of the UMaine (vice-president of research) or the signatory with authority for the institution that cooperated. Investigators seeking coverage under another institution`s IACUC protocol or cooperating investigators seeking coverage under a UMaine protocol are not authorized to conduct related investigations until the protocol and contract form have been approved. You should also be aware that UMaine or the cooperating institution may request documents or conduct checks to verify compliance with the agreement and terminate the contract with written notification.
